P4MGO!® Gov
Governance
Governance does not decide: it ensures that what the governing body decides is carried out, reaches those who must execute it intact, and that its fulfillment can be verified.
Governance concerns how an organization is governed, overseen and held accountable at every level, from the highest governing body to the oversight of a project or a service. And delegation follows one rule: whatever is not delegated in writing is escalated.
The governing body, Governance and Management
The governing body decides. Governance enforces. Management executes.
The governing body sets the purpose, the strategy, the appetite for investment and risk, and the major priorities. Governance decides on none of these matters; instead, it ensures they are fulfilled through specific instruments: policies, principles and frameworks; the role structure of each discipline; delegation of authority in writing, with its tolerances and decision points; oversight; and accountability.
That is why, in the Life Cycle, it does not appear as one more discipline inside the circle, but as its outer ring: it is the perimeter within which all the others operate, those of change and those of run alike.
“The governing body is not the same as Governance. The governing body decides; Governance enforces what the governing body decides, through policies, principles, frameworks and so on. P4MGO!® Gov is Governance; in other words, it encompasses everything so that everything is properly governed.”
Three dysfunctions every executive recognizes
- Governance that encroaches on management and decides what is not its to decide.
- Management that encroaches on Governance and makes decisions outside its remit.
- The absence of Governance, when no one has established in writing who decides what, and to what extent.
The two tracks
Those who manage and those who govern require different training.
Those who govern are accountable for doing the right things; those who manage are accountable for doing things right.
Managers track
Governance Manager
For professionals responsible for managing. They decide autonomously on everything within their authority and tolerances, prepare, with their recommendation, the decisions that are not theirs to make, and are accountable for their management to the Owner.
Owners track
Governance Owner
For professionals responsible for leading. They are accountable for the outcome to whoever delegated to them, decide under delegation from Governance within their remit, approve what the Manager escalates to them and are accountable for ensuring the initiative remains justified.
